In Philadelphia, there are two or three mini-vans, taxis that are. But most taxis are sedans. Try Olde City Cab and Crescent Cab,

There are public taxis are wheelchair accessible to Boston, but no elevator. The MBTA operates The Ride public, but you need an appointment and register for the trip to make. I recommend you go to their website or give them an advance.
